The best free web form builder depends on how much traffic you expect. Tally and Google Forms don't cap submissions on their free plans. Fillout allows 1,000 responses a month. Jotform and Wufoo stop at 100 a month on free. If you would rather write the form in HTML yourself, Formspree gives you a free backend endpoint for 50 submissions a month.

How to choose

• Contact form on a small site, no code: Tally. Unlimited submissions, webhooks and Google Sheets, Notion, Airtable, Zapier and Make integrations are all on the free plan.
• Internal surveys, school or club sign-ups: Google Forms. Everyone already has an account, and responses flow straight into Google Sheets.
• Business forms that need logic and a lot of responses: Fillout. Its free tier is the most generous of the paid-first tools.
• You need a specific widget (payments, signatures, PDFs): Jotform has the widest catalog, but 100 submissions a month runs out fast on a public site.
• You already have an HTML site and want full control of the markup: Formspree, or any similar form backend.

Wufoo still works, but its free plan (5 forms, 10 fields each, no file uploads) is now the most restrictive here. Typeform was left out of the table because its pricing page doesn't state the free-plan response limit. Its cheapest paid plan, Basic, is $28/month billed yearly. Build and embed a form: step by step

Tally

1. Sign up at tally.so and click Create form.
2. Type your questions like a document. Press / to insert a block (email, multiple choice, file upload, and so on).
3. Click Publish.
4. Open the Share tab and choose an embed type: Standard, Popup or Full page (Tally embed guide). Click Get the code and paste it into your site's HTML. Embedding is free.

Google Forms

1. Go to forms.google.com and start a blank form.
2. Add questions, then publish the form. An unpublished form can't be opened by responders.
3. To embed it, click the More menu (three dots) at the top right, choose Embed HTML, then Copy (Google's help page).
4. Paste the copied iframe into your page. Adjust width and height so it doesn't scroll inside the frame.

Two limits are worth knowing. File upload questions require respondents to sign in to a Google account, and the "Limit to 1 response" setting does too.

Jotform, Fillout and Wufoo

All three work the same way: build the form in a drag-and-drop editor, publish, then copy either an embed snippet (JavaScript or iframe) or a direct link from the publish/share screen. Paste the snippet into your site builder's "custom HTML" or "embed" block.

Free HTML form maker: write the form yourself

An HTML form is free to write. What costs money is the server that receives the data. A form backend such as Formspree gives you a URL to post to, then emails you each submission and stores it in a dashboard. This route suits static sites (GitHub Pages, plain HTML, Astro, Hugo) where you have no server code.

1. Create a free Formspree account and create a form. Copy its endpoint, which looks like https://formspree.io/f/abcdwxyz.
2. Paste this into your page, replacing the endpoint:

Why each piece matters:

• name attributes are required. Inputs without name are not sent (Formspree: Building an HTML Form). The MDN guide to sending form data explains how the browser builds the request.
• method="POST" keeps the message out of the URL.
• type="email" and required give you free browser-side validation. See MDN on client-side form validation. Always validate on the server too.
• _gotcha is Formspree's honeypot field. If it arrives filled in, the submission is silently dropped as spam.

On the free plan, visitors land on Formspree's own thank-you page after submitting. A custom redirect starts on the paid Personal plan. To stay on your page, submit with JavaScript using Formspree's AJAX library.

Limitations to plan for

• Branding. Every free plan here shows the vendor's logo or badge on the form or after submission. Removing it is a paid feature everywhere.
• Monthly caps reset monthly, not daily. A spam wave on a 50- or 100-submission plan can use up the month's allowance in one day, and real messages are then rejected or held. Turn on spam protection (CAPTCHA or honeypot) from day one.
• Data location and privacy. Submissions are stored on the vendor's servers. If you collect personal data from EU visitors, check each vendor's data-processing terms.
• Embeds affect page speed. iframe and script embeds load third-party code. A plain HTML form posting to a backend is the lightest option.
• Exporting. Most tools export CSV, and Google Forms writes to Sheets. Check this before collecting hundreds of responses you may want to move later.
